Mr. Other Noll arrives in the city of Molch, unable to remember his name or past. He discovers he is an agent of the Secret Chancellery and has come here not by chance, but with a secret mission: to eliminate the leader of the revolutionary group 'Children of the Lower City.' Noll decides to follow instructions, but the local bureaucrats and clergy are so repulsive that the agent begins to sympathize with the rebels.
