Mikhail Yevgrafovich Saltykov-Shchedrin was a Russian writer, one of the most renowned satirists of the 19th century, a journalist, and a statesman. He served as vice governor of Ryazan and Tver.

He was born on January 15 (27) in the village of Spas-Ugol, Kalязin Uyezd, Tver Governorate, into an old noble family; from an early age he observed the savagery of serf-owning customs. At the age of ten he entered the Moscow Noble Institute, then, as one of the best pupils, was transferred to the Tsarskoye Selo Lyceum and admitted at state expense.
