In a world buried under hundreds of meters of sand, the most sought-after profession is divers. Using specialized equipment, these people descend into the sandy depths, recovering relics of an ancient civilization—the subject of a fierce struggle between rival gangs. One of these criminal groups hires Palmer and his sister, Victoria, both experienced divers, to descend to the depths where, according to their employers, Danvar, a diver's dream city, lies hidden beneath the sand. Little do the brother and sister know that the terrorist criminals' target is not the legendary city, but a nuclear weapons depot located near Danvar. And their plan is nothing less than a new nuclear apocalypse...
